SERVICE AREA AND REGION
Los Angeles County Metropolitan Transportation Authority (“Metro”) is the public transportation operating agency for Los Angeles County. Metro serves as transportation planner and coordinator, designer, builder, and operator for one of the country’s largest and most populous counties. More than 9.6 million people (nearly one-third of California’s residents) live and work within our 1,433-square-mile service area. Metro was formed in 1993 out of the merger of Southern California Rapid Transit District and the Los Angeles County Transportation Commission. Metro directly operates bus, light rail, heavy rail, and bus rapid transit services. It provides funding and directs planning for commuter rail and freeway/expressway projects within Los Angeles County.
Metro is the third largest public transportation system in the United States, with over 400 million annual ridership and operates 105 miles of urban rail service. Metro also partially funds sixteen municipal bus operators and a wide array of transportation projects including bikeways and pedestrian facilities, local roads and highway improvements, goods movement, Metrolink regional commuter rail, Freeway Service Patrol, and freeway call boxes within the greater metropolitan Los Angeles region.
SCOPE AND RESPONSIBILITIES
Metro is seeking qualified candidates to become the next Chief Information Technology Officer (CITO). The CITO directs and oversees the overall activities of Metro’s Information Technology (IT) Department and contributes to overall Metro business strategy development, bringing a current knowledge and future vision of leveraging information and technology.
The CITO reports directly to the Chief Executive Officer and must be committed to and demonstrate the following Leadership Competencies and Behaviors below:

- Collaborating with executive leadership and business partners to define and execute the digital business strategy.
- Forecasting Metro's information systems needs concerning hardware, software, and human resources staffing.
- Overseeing the administration of all departmental functions, including information systems development and support, infrastructure engineering and operations, technical support, records management, research, information security, and disaster recovery.
- Overseeing preparation and administration of the departmental budget.
- Overseeing the work of contractors and consultants in the study, design, development, implementation, and maintenance of the information systems and related projects.
- Overseeing the development and implementation of Metro’s IT strategic plans.
- Directing the acquisition of computer hardware and software for Metro.
- Establishing and facilitates the IT governance process.
- Representing Metro before outside agencies, organizations, and interdepartmental task forces and committees.
- Preparing written and oral reports to Metro management and the Board of Directors.
- Driving the development of Metro’s technology policies and standards, governance processes, and performance metrics to ensure IT delivers value to Metro.
- Developing an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies that balance the needs between growing the agility required to achieve digital business objectives and ensuring the core IT functions are reliable, stable, and efficient.
- Communicating Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees.
- Contributing to ensuring that the EEO policies and programs of Metro are carried out.
- Providing leadership, coaching and direction to the IT leadership team and staff.
- Highly professional, mature, honest, fair, transparent, trusting, and personable individual with high energy level and integrity that maintains a safe workplace.
- Excellent organization skills with the ability to plan and direct the work of information systems functions.
- Proven ability to oversee and manage large-scale projects serving a diverse group of stakeholders across all business units.
